About the Training Project for the Federal Tax Service of Russian Federation


One of the scaled training projects based on Microsoft technologies has been successfully finished.

Founded in 1988, Microinform is a leading IT educational and certification center in the Russian Federation and CIS. Certified trainers and instructors conduct more than 240 programs and courses, often unique for Russia. It is the Authorized Training Center of the following companies: Microsoft (Microsoft courses delivers since 1995), 3Com, Allied Telesyn, Avaya, Computer Associates, Dealine, Enterasys Networks, EMC, Fujitsu Siemens Computers, Hewlett-Packard, (ISC)2, Kyocera, Legrand, Lexmark, Lindex Technologies, McDATA, MIS Training Institute, Novell, Ortronics, Seiko Epson. It is acting also as Pearson VUE and Thomson Prometric Authorized Testing Center.

Microinform has more than 17 years experience working as authorized training center dedicated on IT training. Microsoft courses delivers since 1995. Using the system approach in creating and managing the training process Microinform has created a powerful and effective regional training solution for the single software product usage at local tax inspections level for one of the largest state structures - Federal Tax Service of Russian Federation.

Client: Ministry of Taxation of the Russian Federation (currently - Federal Tax Service of Russian Federation).

Problem: In the context of the Special Federal program of the Local Tax inspections modernization in 2003- 2004 it was planned to implement the Electronic Data Processing System (EDPS) in 800 local inspections offices on the territory of 81 Russian regions. EDP System allows full automation of tax administrating in the local tax inspections. To provide the implementing and usage of EDP System, based and developed on Microsoft Windows 2000/2003, SQL Server 2000 platform and .NET technologies, it was vital to develop and accomplish a large scale training project to train all kinds of EDP system users including local tax offices executives, specialists and system administrators. The overall employment of tax inspections is about 120 000 individuals, including 1500 system administrators.

Solution:
Using the methodology of authorized Microsoft training Microinform:

  • has developed customized training programs of the EDPS training for the system administrators;
  • has developed the EDPS training kit package, including 24 modules and 79 labs;
  • has trained over 400 staff trainers from Ministry of Taxation, to deliver customized training programs across local tax offices. Instructors trained by Microinform were responsible to provide regional training;
  • has developed and effectively used the centralized online testing web system;
  • has created a website conducting the special information related to the training project matters http://www.microinform.interaction.ru/english_page.asp;
  • has organized training in 90 local training classes in the 81 regions of the Russia.

    In 2003 were trained:

  • 2 060 persons trained on the interregional level in Microinform (instructors, organizers of training, executives, data processing technologists, system administrators);
  • 16 820 persons were trained on the regional level in local classes (specialists of functional divisions of local tax offices).

    In 2004 were trained:

  • 2660 persons on the interregional level;
  • 22280 persons on the regional level.

    Additionally, using video lectures and remote testing system in self-training mode were trained 25 450 specialists on usage instructions on working places with EDP System. As well as Training EDP system and database administrators were trained:
    2003 - 800 persons (Windows 2000 Server);
    2004 - 680 persons (Windows 2003 Server);
    Totally - 1480 people.

    Main Result:
    Using the system approach in creating and managing the training process Microinform has created a powerful and effective regional training solution for the single software product usage at local tax inspections level for one of the largest state structures - Federal Tax Service of Russian Federation. In 2003-2004 Microinform has provided the training for almost 70 000 people, more than 58 percent of which were the regional tax inspectors where the EDPS was implemented.

    The implementation of this project has provided the Federal Tax Service of Russian Federation with new opportunities for development and switching to the new quality level due to the wide implementing and qualified usage of a single software project - EDPS - in solving the following problems:

  • Registration of tax-payers;
  • Working with tax payers;
  • Tax mass information input and processing;
  • Carrying out cameral control related to the valid discharge of tax;
  • Planning and processing the data of on-site inspection;
  • Making up statistical statement across different types of taxes, tax-payers and infringement of tax discipline.
